Metaphor
Metaphor- a type of figurative language that compares two things that would normally not be related, but have one important similarity. Metaphors do not use like or as, but directly compare the two objects. (one thing is another thing).
Waves and sheep are two very different things, but they are being compared to each other because they look white and fluffy. The example says that the tops of waves are sheep, without using like or as. This makes the example a metaphor.
